Abuse cannot be wholly prevented: this was not possible with the ban on cannabis for medical purposes, nor can it be excluded for other controlled narcotics such as Ritalin or opioids. The Cantonal Medical Officers supervise compliance with the medical duty of care, and in the event of infringements they may even, as a last resort, withdraw a physician’s licence to practice. In addition, the cantons, as enforcement authorities, may if necessary restrict the use of medicinal products exempt from authorisation.
