What does "precautionary need" mean and why is "risk" or "risk potential" not used?

The precautionary matrix does not determine risk in terms of a risk assessment, but rather only provides indications of where a need for action exists in order to clarify potential risks. A need for precautionary measures means that possible sources of risk should be clarified and if needed appropriate measures should be implemented.
